Long Range Transportation Plan

Overview

The Metropolitan Transportation Plan (“Metro Plan”) is the primary planning document for SRPC as a Metropolitan Planning Organization (MPO). It is both a policy and planning document that considers regional development and must cover a minimum of 20 years. The Metro Plan sets long-term goals for transportation improvement in the region, establishes targets for performance of the transportation system, and prioritizes transportation improvement projects to be completed within the plan’s timeframe. Projects seeking federal funding must be included in an approved Metro Plan. By involving the public, the private sector, different community groups, environmental organizations, and other agencies that have a vested interest in our region, the SRPC seeks to identify the needs and opportunities for future transportation developments.
In New Hampshire, MPOs develop their Metro Plans in coordination with each other and NHDOT. The Metro Plan project list is broken up into three phases.

  • Years 1-4: This phase comprises the Transportation Improvement Program (TIP) with projects that are actively in design, engineering, and construction.
  • Years 4-10: These additional six years are part of the statewide Ten Year Plan (which also includes the TIP years). These projects are ready for final planning and engineering and have funding programmed for them.
  • Years 10 and beyond: These are often called the “out years” of the Metro Plan. They comprise projects that have been prioritized by municipalities and are being refined to be ready when funding opportunities arise.

The plan is regularly updated to reflect the most up-to-date information on project development and provide the stakeholders with a consistent list. The plan includes a wholesome conversation on regional planning challenges and trends and identifies potentials for future improvements.
