Title VI of the Civil Rights Act

Strafford Regional Planning Commission operates its programs, services and activities in compliance with federal nondiscrimination laws including Title VI of the Civil Rights Act of 1964 (Title VI), the Civil Rights Restoration Act of 1987, and related statutes and regulations. Title VI prohibits discrimination in federally assisted programs and requires that no person in the United States of America shall, on the grounds of race, color, or national origin (including limited English proficiency), be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving federal assistance. Related federal nondiscrimination laws administrated by the Federal Highway Administration and the Federal Transit Administration prohibit discrimination on the basis of age, sex, and disability. Additionally, SRPC provides meaningful access to its programs, services, and activities to individuals with limited English proficiency, in compliance with US Department of Transportation policy and guidance on federal Executive Order 13166.

SRPC operates without regard to race, color, national origin, sex, age, religion, or disability. If you feel you have been discriminated against based on your race, color, national origin, sex, age, creed, disability or income status, you may file a complaint following the SRPC Title VI Complaint Form. Any individual, group of individuals or entity that believes they have been subjected to discrimination prohibited under Title VI and related statues may file a written complaint to the following address:

Environmental Justice

Environmental Justice is the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies. On April 15, 1997, US DOT issued its Final Order to Address Environmental Justice in Minority Populations and Low Income Populations. Among other provisions, the Order requires programming and planning activities to:

  • Include explicit consideration of the effects of transportation decisions on minority and low-income populations.
  • Provide meaningful opportunities for public involvement by members of minority and low-income populations.
  • Gather, where relevant, appropriate and practical, demographic information (race, color, national origin, and income level) on the populations served or affected by transportation decisions.
  • Minimize or mitigate any adverse impact on minority or low-income populations.
